Anhui Tiankang Group served as an instrumentation package supplier within the EPC supply chain for the Dubai Noor Energy 1 CSP + PV hybrid project, delivering level measurement instruments and instrumentation accessories in July 2020. Anhui Tiankang supported the EPC supply chain of one of the largest CSP-PV hybrid renewable energy projects globally with engineered level measurement solutions for molten salt thermal energy storage and steam systems.
The project, located in the Mohammed bin Rashid Al Maktoum Solar Park Phase 4 in Dubai, is one of the world's largest concentrated solar power projects and the largest CSP-PV hybrid facility globally. With a total investment of USD 4.4 billion, it is jointly invested by DEWA, ACWA Power, and the Silk Road Fund. Shanghai Electric Group serves as the sole EPC contractor, responsible for engineering, design, procurement, construction, erection, civil works, electrical, testing, and commissioning.
The 950MW project combines 700MW of CSP (1×100MW tower + 3×200MW trough) and 250MW of PV. The tower features a 260-262 meter central tower with 15 hours of thermal storage. Each trough unit provides 13.5 hours of storage. The plant utilizes approximately 550,000 tons of molten salt storage medium across its thermal energy storage systems, which is one of the largest molten salt thermal energy storage systems in the world.
This project represents a landmark deployment of large-scale CSP technology. Major plant systems became operational in December 2023, with commercial operation achieved by 2024. The project provides stable green power for 320,000 local households and reduces carbon dioxide emissions by more than 1.6 million tons annually.

The project employs a "tower + trough" hybrid CSP configuration. The 100MW tower unit uses a central receiver surrounded by heliostats that reflect and concentrate sunlight. The three 200MW trough units use parabolic mirrors to focus solar energy onto receiver tubes. This combination optimizes energy collection and dispatchability.
The project features one of the world's largest molten salt thermal energy storage systems, with approximately 550,000 tons of molten salt storage medium. The tower unit stores 15 hours of thermal energy, while each trough unit stores 13.5 hours. Molten salt is heated to temperatures up to 565°C in the receiver and stored in hot tanks for continuous electricity generation during nighttime and cloudy conditions.

This project is one of the world's largest single-site CSP projects and the largest CSP-PV hybrid facility globally. It supports Dubai's Clean Energy Strategy to achieve 25% clean energy by 2030. For Shanghai Electric, it represents a flagship transition from traditional energy to renewable energy, demonstrating Chinese engineering standards and technology on a global stage.

Level Measurement – Molten Salt Thermal Storage
High-temperature level measurement instruments were selected with specialized materials and designs to withstand molten salt service temperatures up to 565°C and corrosive conditions. Wetted parts and sensor designs were configured according to the specific requirements of hot tank and cold tank applications, ensuring reliable inventory measurement for thermal energy storage management.
Level Measurement – Thermal Oil & Steam Systems
Level measurement instruments were supplied for thermal oil and steam system applications according to process conditions, pressure ratings, and EPC specifications. Instruments were selected with appropriate materials and connection types for the CSP plant environment.
Documentation & Quality Control
All instruments were delivered with complete calibration certificates, material test certificates (MTCs), and technical datasheets, ensuring full traceability and compliance with project requirements.
