1. Project Overview

Anhui Tiankang Group served as an instrumentation package and thermal control cabinet supplier within the EPC supply chain for the Philippines GNPD 2×660MW coal-fired power plant project, delivering engineered instrumentation and power plant automation solutions during 2018-2019.

The project, located in Dinginin, Mariveles, Bataan Province, Philippines, is owned by GNPower Dinginin Ltd. Co., with investment from Ayala Energy, Aboitiz Power, and other partners. The EPC contractor is a consortium of SEPCO (Shanghai Electric Power Construction Co., Ltd.) and POWERCHINA Huazhong Engineering Corporation Limited. The project is the first ultra-supercritical unit in the Philippines and was the largest power plant under construction in the country at the time.

The project features two 660MW ultra-supercritical coal-fired units with a net capacity of 668MW each. The plant includes an 80,000-ton coal unloading terminal, two 120-meter diameter circular coal storage yards, and a seawater desulfurization system. The project represents a major power infrastructure development in Southeast Asia and has significantly alleviated local power shortages.

Unit 1 achieved full-load operation at 725MW on May 18, 2021, and was handed over to the owner for operation later that year. In September 2023, the GNPD project received the Gold Award for "Coal Power Project of the Year" at the Asian Power Awards.

2. Supplied Equipment Details

The supplied equipment covered field instrumentation and thermal control cabinets for boiler, turbine and auxiliary systems.

Main equipment included:

Unlike conventional instrument suppliers, Anhui Tiankang provides integrated field instrumentation and cabinet engineering capability, including signal termination, wiring configuration and DCS interface preparation.

The cabinet solutions included:

Ultra-Supercritical Coal-Fired Technology

The project employs two 660MW ultra-supercritical coal-fired units — the first of their kind in the Philippines and the largest single-unit capacity units in the country at the time of construction. Ultra-supercritical technology operates at higher temperatures and pressures than conventional subcritical units, achieving greater thermal efficiency and lower emissions.

Instrumentation Application Requirements

Instrumentation and control systems in large coal-fired power plants must address critical requirements:

5. Engineering Solution

Instrumentation Package

Instrumentation was selected according to power plant process requirements, including pressure, temperature, and level measurement for boiler, turbine, and auxiliary systems. Instruments were configured with appropriate ranges, materials, and connection types for ultra-supercritical power plant applications.

Thermal Control Cabinets

Cabinets were engineered according to EPC requirements, including cabinet structure and protection class selection, internal wiring and terminal arrangement, instrument signal termination and interface, DCS/PLC signal integration requirements, and cabinet inspection and functional verification before shipment.

Documentation & Quality Control

All instruments and cabinets were delivered with complete calibration certificates, material test certificates (MTCs), and technical datasheets, ensuring full traceability and compliance with project requirements.

6. Project Execution

Execution followed the EPC contractor's project schedule and quality requirements. Anhui Tiankang Group established dedicated coordination to ensure alignment between supply and site installation.

  • On-Time Delivery: All instrumentation packages and control cabinets were delivered according to the project schedule during 2018-2019, meeting site installation requirements.
